Methodology Brief
To determine the optimal jurisdictions for residence within the state of California, Ocity.org conducted a quantitative analysis of 115 municipalities. The assessment prioritized objective metrics over subjective qualitative assessments. Each city was evaluated against a weighted algorithm comprising three core pillars: Safety (40%), Affordability (30%), and Economic Output (30%). Safety was derived from the Violent Crime Rate per 100,000 residents. Affordability was calculated using the median gross rent for a one-bedroom unit as a percentage of the median household income. Economic Output was defined by the median household income, serving as a proxy for regional economic vitality and high-yield earning potential. The resulting composite score ranks cities based on their statistical efficiency in balancing security, fiscal feasibility, and income generation.
